FRANK I. BROWN is a recognized expert in Rockland County in the areas of Wills, Trusts, Estate Planning, Estate Administration, Surrogate’s Court practice, and guardianships. He has practiced law in in Rockland County since 1976 and was a partner in the firm of Brown, Brown & Kane, LLP before becoming a member of Murphy, James, Brown & Brown, LLC. Frank has advised and guided young and old including high-net-worth individuals, professionals, real estate owners, business owners and he is an expert in the area of estate, gift and fiduciary taxation.

Mr. Brown was admitted to the Bar of the State of New York in 1976 and the United States District Court for Southern and Eastern Districts of New York in 1988. He was graduated with Honors from Rutgers University School of Law in Newark, New Jersey in 1975. He received a Masters in Regional Planning degree from the University of North Carolina in Chapel Hill in  1970. He received a B.A. degree with Honors in Political Science from Swarthmore College in 1968.

Mr. Brown is a long-time member of the Rockland County Bar Association, the American Bar Association, and a former President and Board of Directors member of The Estate Planning Council of Rockland County.

He served as Village Attorney for the Village of Wesley Hills from 1983 to 2024 and was Village Attorney and Assistant Village Attorney for the Village of New Hempstead from 1983 to 1992. He is a former Chairman of the Surrogate’s Court Practice Committee and the Municipal Law Committee of the Rockland Bar Association. He is a former instructor in the Paralegal Program at Rockland Community College. He is a Board member of the Swarthmore College Garnet Club Advancement Council.
